Austin Energy transfers 12% of non-fuel operating revenues to the General Fund transfers which increases utility bill costs, making Austin utilities less affordable than some utilities in surrounding cities. What are your thoughts on reducing or eliminating the General Fund transfers from Austin Energy to the City of Austin? Please explain your answer.

If there is a general fund transfer from our utilities it should be based on profit and not revenue. If we take
the transfer straight from revenue then there could be situations where the utility starts at a deficit and
lacks the funds necessary to reinvest in new infrastructure.
