I sponsored the resolution for full cost recovery for Austin Energy fees (at the suggestion of former Commissioner Shudde Fath), which has saved the utility millions of dollars, I advocated for and voted to support passage of full water impact fees, and I advocated for the budget amendment that increased development fees to 100% full cost recovery at least one year ahead of staff recommendation. Likewise, I led the Council to implement the ammonia surcharge immediately – and approximately six months ahead of staff recommendation – so that the Austin Water Utility and its customers would stop bearing the costs of removing ammonia from the wastewater generated by Samsung. These decisions have saved millions of dollars.
