Gun ownership should be regulated in a manner similar to vehicle ownership:  Education (classroom and firing range), licensing, registration of guns owned, formal reporting of gun transfers of possession/ownership, regular re-certification: education and licensing.  Clear regulations defining gun use, and clearly defined consequences for violations of said regulations. Enforced responsibility if one wants to own and use guns, just like those who want to own and operate a vehicle.
