Council has passed 2 resolutions supporting an annual increase of about 2-3% for social service contracts in order to ensure that service agencies can keep up with rising costs of doing business and maintain service capacity. Yes I think increasing social service contracts to ensure they can keep up with rising costs could be a reasonable practice, but we must ensure contracts are achieving the desired outcomes and that those outcomes are tied to the strategic direction set by council. We know that not all city grants are administered and monitored effectively to ensure agreed upon outcomes are achieved, and that the City’s approach to developing, awarding, and monitoring contracts does not necessarily ensure desired outcomes are always achieved. I know the City Auditor office will be auditing the effectiveness of city contracts in the coming year, so I look forward to reviewing their report to inform my decisions moving forward.
