What can the city do to lower average rents or at least decrease the rate of growth of average rents?

In our fast growing state, cities are limited in the tools they have to impact rental rates. A few fast growing cities nationally have seen intermittent lowering of the rate of rent increases while expanding supply. I support setting higher housing production goals, protecting existing affordable units and greatly expanding the production of non-market affordable units.
