As stated above, the COA is going to have to use creative programs that encourage developers, private investors, and communities to work together to build more housing where we can and keep housing affordable where we can’t. Fighting the law of supply and demand will be difficult but with the right application of pressure, we can increase the supply of housing within the city without further displacing long time community residents or keeping the very people that make Austin run from living in the city. We should be using HUD’s 140% MFI for our baseline.
