The Texas Comptroller has estimated that $110.17 billion in General Revenue related funds are available for general purpose spending for the 2018-19 biennium, resulting in a surplus of $2.67 billion. In general, funding for programs of record should be limited to increases in population and inflation. Furthermore, the state should not saddle local governments with providing new services without providing state funding to cover the costs. The projected 2019 Texas budget surplus should be primarily used for Robin Hood school funding reform.
