As limited and efficient as possible.  The Justice of the Peace is there to serve the people, not be a large tax burden with inflated costs due to inefficiency.  Administrative costs should be streamlined and kept to a minimum. Taxpayers have no choice in their money being taken from them, but they have a right to see that the money is spent correctly and no more is taken from them than is necessary.
