Yes—such an ordinance would be illogical, especially if we haven’t yet made our best effort as a city to support and expand (I will) the efforts of COA/Emancipet to provide free and low cost spay/neuter services and public education about the need to have animals fixed—so many cases of aggression that people tie to breed actually have to do with aggression associated with animals not being fixed.
