In periods of growth, which seems to be the perennial condition of Austin these days, there is no reason to expend city resources to incentivize more people to move here. For this reason, any projects that do benefit from economic incentives should be required to adhere to a strong local hiring requirement. If, in the future, Austin should enter a period where we are losing population to the point where there is a strong consensus that this is detrimental, the city could consider waiving a local hiring requirement.
